Because of this “bait and switch” other areas of the city designated by the City Council, the Planning Commission and the Housing and Development Authority as medium- or high-density market rate housing could become high-density 100% low-income housing instead. If the Pillsbury Commons project goes through, these other areas of the city could be at risk.
